Gloucestershire County Council has a property portfolio of over 800 buildings. To ensure the property data was suitably managed and controlled, Gloucestershire County Council’s Property Services Department issued a competitive tender for the entire property portfolio to be measured, drafted and surveyed for condition. The successful bidder, Rider Levett Bucknall was contracted as prime consultants and commissioned Spatial Intelligence as their measured survey partner.
In preparation for the commencement of the project, representatives from Gloucestershire County Council, Rider Levett Bucknall and Spatial Intelligence held several project initiation meetings to establish exact requirements and to put together a detailed technical specification and project plans. The challenging geographical nature of the project was overcome at project initiation stage by working closely with Gloucestershire County Council to ensure best usage of resource when deploying the survey site team. Gloucestershire County Council required an extremely detailed and complex CAD specification, which Spatial Intelligence assisted in producing.
Working in conjunction with the Rider Levett Bucknall Condition Surveyors, Spatial Intelligence successfully generated and populated the Gloucestershire County Council Asset Management Planning application. Spatial Intelligence populated all of the records in the property tree and verified the data against several existing sources of information
The measured survey work involved creation of a combination of over 30,000 digital photographs and 75,000 site sketches. These were used to generate ‘data rich’ CAD floor plans covering approximately 1,000,000 square metres of Gross External Area. The portfolio included Shire Hall, which comprises a complex set of buildings with a GEA of over 37,500sqm. The total project was one of the largest Asset Management Planning contracts commissioned and was successfully completed on schedule in early 2007.
