London Borough of Bromley (LB Bromley) commissioned Spatial Intelligence (SI) to carry out Measured Building and Condition Surveys on School properties for upload to the Tribal K2 database. One of the many drivers for the project was to improve the way condition data was collected, maintained and reported on. Historically, condition data was held at room level for all elements, a score was applied to every space in the building even where no defect was recorded. This created hundreds of records for each property making the data extremely difficult and very costly to maintain.
The main challenge for SI was to turn this data into useful information to enhance strategic property decisions. With SI’s block level defect model (where elements are assessed per block) only defects are noted in the database. With an overall lifecycle grade per element to supplement the 5 year defect plan, it was the perfect solution to meet the immediate and long term needs at LB Bromley.
The initial stage of this contract was to generate accurate floor plans using simple line drawings with room references that were stored as text on the drawing. Once on-site it was clear that there had been several structural changes to the buildings and so new blocks and changes were measured from scratch and added to the source drawing.
The drawings were poly-lined to produce the area values and several attributes created to store data including, room use, floor type, perimeter and volume. High resolution aerial photographs and internal and external photographs were then taken to enable a desk-based condition survey.
At all stages of the project, the structure and set-up of the Tribal K2 database was taken into account to ensure automatic compatibility. The CAD drawings were successfully uploaded to the K2 database in January 2011.
SI’s blend of high quality data, rapid turnaround delivered with a 25% saving continues to be a winning formula with a further five local authority commissions in the last 4 months.
